Chuck's Taxi and the Taxi Fines

The taxi fines are collectibles, not a quest. There are two of them, they are numbers 18 and 22 of the 48 collectibles in Chapter 1, and finding them completes nothing on its own. If you have an objective in your log that seems to be about tracking down where the fines come from, that is not a quest that exists in the game.

The good news is that you are standing in one of the densest areas in Chapter 1. Chuck's Taxi holds three achievements, eight things to repair or interact with, and nine collectibles. This page covers the lot.

Repair the PanelThe right-hand solar panel is damaged. Clear the jammed metal fragments with Scrap, craft a Hinge in your backpack to replace the broken part, then deploy it from the console.
Repair the RadiatorIt is on the roof of the building. Fix it directly with the Twister.
Start the DrillA broken drill sits below the main platform. Interacting unlocks its blueprint, then it needs Refined Metal ×10 and a Battery ×1 (VGTimes). The battery is on the Chuck's Taxi platform itself, behind the cars.
Start the PumpOnce the drill runs, follow the cable to the bottom of the asteroid and break the ice.
Inspect the LogoThe letter puzzle described above.
Talk to the RobotsThe drunk robots want Alcohol: Ice ×2, Alkali ×1 and Nutrient Mineral ×1 (VGTimes). Alkali comes from killing an Alkali Mole and extracting it from their hole with the Probe. Give a drink to one robot and you receive the part that opens the compartment.
Activate the UnitInsert the robots' part into the socket and activate it from the console beside the oxygen station. Inside there are resources — including titanium — and another collectible. On the way out, hit the hatch repeatedly with Scrap and your companion will clear the way.

Why there is no "fines" quest

VGTimes catalogues all 48 collectibles and lists the fines among them; Destructoid's achievement list contains nothing about fines, fees or taxis being fined. So the fines are flavour — a joke about Chuck's driving record — and the achievements here are the letter puzzle, the medals and the drinking.

Do this area in one pass

The efficient order, if you want everything in a single visit:

  1. Grab 18/48 on the asteroid below as you arrive
  2. Work the two cars for 19-21/48
  3. 22/48 past the solar panel, then repair the panel and the roof radiator
  4. Unlock and start the drill, then the pump at the bottom of the asteroid
  5. Collect the letters and spell out Instant Taxi
  6. Craft Alcohol, drink with the robots, take the part
  7. Activate the unit, loot the titanium inside, take 25/48
  8. Sweep the outlying wrecks for 23, 24, 34, 35 and 40/48

The drinking one is among the rarest in the entire game, and the reason is the Alcohol recipe: it needs Alkali, which early on comes only from killing an Alkali Mole and extracting it from their burrow with the Probe. Most players never assemble the ingredients by accident.

Where this area sits in the chapter

Chuck's Taxi is early, and it is next to an oxygen station, which makes it a natural place to clear thoroughly rather than pass through. Nine of the chapter's 48 collectibles are here, along with the drill and pump chain that unlocks a blueprint.

If you are collecting systematically, do the area after you have the Twister — the roof radiator needs it — and after you can craft a Hinge, since the solar panel repair depends on it. Coming back for one repair you could not do is the main time-waster here.
