Breathedge 2 Rubber
Rubber is lying on the ground on top of the platforms, and you cut it with the Cutter. It is not hidden in crates and it is not an asteroid resource — it is the rubber matting on the platform surfaces, and it needs the right tool to harvest.
If you are swinging the Scrap tool at it and nothing happens, that is the problem: wrong tool, not wrong place.
Where to look
Sweep the top surfaces of the platforms. Rubber sits there in the open alongside cardboard, fabric and foam, which are gathered the same way. Once you know the material is a floor covering rather than a container drop, it becomes one of the easier materials to stock up on.
You will also find loose rubber next to bodies and wrecked objects out in the field — including around the Grandfather Frost area near the snowman. Same tool, same collection prompt.
The tool: Cutter
The Cutter is the only tool that harvests rubber. You have the blueprint from the start:

Its full harvest list is worth memorising, because it is the tool that unlocks a whole category of soft materials: wrapped pipes, alien membranes, wiring boxes, rubber mats, fabric bags, cardboard boxes and foam sheets.

The Gas Tank recipe is confirmed by both VGTimes and Destructoid. The shuttle repair is a story requirement, so you will need a stock of four before that section regardless of whether you want the upgrade.
The Small Engines are the quiet reason to keep rubber on hand. There are three of them in the region, each marked by a blinking red light, and repairing them unlocks blueprints — the Gas Generator and the Booster among them. A recorded run needed roughly four rubber for a single engine, so budget more than you think.

The first game had you cutting square rubber mats with shears. Breathedge 2 has no shears; the tool set is Scrap, Cutter, Thumper, Twister and the Spraytron. Guides telling you to find shears are describing the wrong game, and this is one of the most common mix-ups for this particular material.
Gathering the neighbours in one pass
Rubber shares its location and tool with several other materials, so one sweep across a platform top can fill multiple recipe gaps:

Cardboard and foam are worth grabbing while you are there for a second reason: both are suit insulation materials, and cold protection is the hard gate in Chapter 1.
The Small Engines are the real rubber sink
Three Small Engines sit around the region, each marked by a blinking red light. They are easy to ignore because nothing tells you to repair them, and repairing them unlocks blueprints — the Gas Generator and the Booster both come from this chain.
Budget generously: a single engine took about four rubber in a recorded run, and there are three of them. Combined with the four the shuttle hull repair needs, that is more rubber than a casual sweep will produce, so cut every mat you pass rather than gathering to order.
The Gas Generator is the payoff worth aiming at — it refills flight propellant in the field, which removes the trip back to the ship that otherwise interrupts every long excursion.
Is the Gas Tank upgrade worth it?
+150 maximum gas for Wires ×4, Refined Metal ×2, Rubber ×2 and Aluminium ×4. Refined Metal ×2 means eight Metal, so the real cost is a full gathering trip.
It is worth it for the same reason the Oxygen Tank is: this game's starting region is much larger than the first game's, and almost every failure state early on is running out of something far from a refill. Capacity upgrades convert into range, and range is what lets you finish a side quest instead of aborting halfway.
Cut the neighbours while you are there
Cardboard and foam sit on the same platform tops as rubber and come up with the same tool,
and both are suit insulation materials: cardboard gives cold +75 with shock and armour
on top, foam gives cold +90 at a small cost to heat resistance. Chapter 1 gates on
Raise Cold Protection to 100, so a rubber-gathering pass doubles as the answer to the
